Contract Specialist

General Overview:
Provide contract/subcontract, procurement, and pricing support, including support related to: contracts, subcontracts, modifications, task and delivery orders; purchase orders; proposal pricing; and, procurement assistance.  Track large volumes of information and ensure compliance with government and corporate requirements. Work as part of a team and use effective communication in daily interactions with internal and external clients.

Duties and Responsibilities:

  1. Contract Administration
    1. Review Contracts from the government, including: analyze and evaluate terms and funding, negotiate provisions, mitigate risk, and administer resulting contracts.
    2. Monitor contract performance through the life of the contract.
    3. Negotiate and coordinate contract modifications.
    4. Accountable for contract maintenance; compliance; backlog reports; performance metrics.
    5. Manage contract deliverables and milestone event schedules.
    6. Complete contract close-out activities.
  2. Subcontract Administration
    1. Prepare/review RFP/RFQ’s to subcontractors and suppliers, including: analyze and evaluate proposals, negotiate subcontract provisions, mitigate risk, assist with subcontractor selection, write awards, and administer resulting contracts.
    2. Monitor subcontractor performance and funding.
    3. Negotiate and coordinate subcontract modifications.
    4. Manage subcontract deliverables and milestone event schedules.
    5. Complete subcontract close-out activities, as required.
  3. Procurement
    1. Assists with ensuring procurement system integrity and development; including: purchasing system compliance with procurement guidelines, company policies, and strategic company objectives.
    2. Reviews and approves purchase orders.
  4. Prepares and reviews pricing proposals and quotations in response to government solicitations

Education, Work Experience, Certification/Licensure:

Bachelor’s degree, preferably in finance, business or accounting
4-7 years Procurement/Contract Administration Experience
Job Requirements:

Basic Qualifications:

  • 4-7+ years of experience with administering contract and subcontracts within the federal government contracting environment
  • Experience with the interpretation and application of federal regulations (FAR, DFARS); working knowledge of all contract types (CPFF, CPIF, CPAF, T&M, FFP, FFP-LOE, etc.)
  • Experience with government procurement process, including bid preparation and submission
  • Proficient in MS Office; Expert level Excel skills
  • Knowledge of Purchasing systems and requirements, especially within a CPSR environment
  • Ability to work in an extremely fast-paced environment; knowledgeable of GovCon “best practices”
  • Ability to effectively multi-task

Additional Qualifications:

  • Excellent oral and written communication skills
  • CFCM, CPCM, ICCM-D or similar certification desirable
  • Knowledge of Deltek GPS Premier
  • Ability to obtain a security clearance
