Contracts/Pricing Specialist

 

General Overview: Government Contractor has an immediate requirement for a Proposal Pricing Manager reporting to the Director of Contracts in Eddystone, PA. Pricing Manager will provide the lead for the Company on proposal pricing, including pricing related to: Requests for Proposal (RFPs), Requests for Quote (RFQs), GSA Schedule applications and compliance, Requests for Information (RFIs), Requests for Budgetary Estimate (RBEs), Contract Plus-ups, Growth Work, etc. Applicant shall be familiar with preparing proposals and quotes as both the prime (for government clients) and as a subcontractor (for bid to teaming partners). Applicant shall be familiar with preparing bid on cost plus, fixed price, and T&M bases, and understanding the nuances among the various types. Applicant shall have working knowledge of accounting/finance and contract requirements in a DoD environment helpful. Work as part of a team and use effective communication in daily interactions with internal and external clients.

Duties and Responsibilities:

  1. Prepare and review pricing proposals and quotations in response to government solicitations and business partner request.
  2. Submission of proposals and bids to customer, including uploads via Seaport and SAFE portals, as well as compilation and binding of hard copy submissions.
  3. Work with Directors of Contract and Bid & Proposal to ensure timely submission of all requested information and data calls to teaming partners.
  4. Provide labor mix analysis and market research for competitive pricing of proposals.
  5. Review bids and quotes from technical divisions, and provide timely feedback to divisional POC regarding potential issues and anomalies.
  6. Ensure compliance with government pricing requirements.
  7. Track and monitor progress of submitted bids through award.
  8. Assist Director of Contracts and Contract Specialist with other department functions.
  9. Assist Finance and Accounting with proper contract set-up upon award.
  10. Any and all other duties as assigned.

Education, Work Experience, Certification/Licensure:

Bachelor’s degree, preferably in finance, business or accounting 4-7 years Proposal/Procurement/Contract Experience in a government contracting environment

Job Requirements:

Basic Qualifications:

    • 4-7+ years of experience with preparing bids and price proposals within the federal government contracting environment, including bid preparation and submission
    • Working knowledge with the interpretation and application of federal regulations (FAR, DFARS)
    • Working knowledge of all contract types (CPFF, CPIF, CPAF, T&M, FFP, FFP-LOE, etc.)
    • Proficient in MS Office; Expert level Excel skills
    • Working knowledge of Purchasing systems and requirements, particularly within a CPSR environment
    • Ability to work in an extremely fast-paced environment; knowledgeable of GovCon “best practices”
    • Ability to effectively multi-task

Additional Qualifications:

  • Excellent oral and written communication skills
  • CFCM, CPCM, ICCM-D or similar certification desirable
  • Knowledge of Deltek GPS Premier
  • Ability to obtain a security clearance
