Program Financial Lead


Position Overview: The Program Financial (PF) Analyst Lead has overall responsibility for the day to day program finance functions of each Business Unit of Delphinus Engineering. This position reports directly to Chief Financial Officer but will interact with Corporate Controller’s and FP&A lead of the company. In this role, she/he is responsible for the direct supervision of the Program Finance staff at Corporate and the programs within the Business Unit. This position encompasses several duties such as (but not limited to the following) :

Project Setup:
a. The PF Lead will ensure that projects are set up to properly capture costs, recognize revenue, and bill customers. This may involve reviews and sign off of invoices, setup documentation and other items as required by policy.
b. It is the responsibility of the PF Lead to ensure compliance with all applicable policies and procedures with regard to project setup.

Forecast Preparation:

a. PF Lead should ensure that adequate forecasts are maintained for all active programs by the Project Finance Analysts. Primary focus is to ensure Annual Plan/Monthly Forecasts submissions are completed by the specified due date. Review and final submission is completed by the higher level of Finance Management within Delphinus Engineering Finance Team.

Financial Management:

a. This includes “cradle to grave” management of the projects within the assigned Business Unit with an emphasis on project setup, revenue recognition, Profit/Margin, A/R (billed/unbilled reconciliation) and ensuring a successful and consistent month end close process.
b. De-obligation Analysis: The PF lead will from time to time prepare cost schedules that will de-obligate monies from a project but prior to submission of final rates. The PF Lead must be able to determine the appropriate amount of withholding to satisfy any additional rate or fee pickups upon final closeout in accordance with FAR regulations.
c. Month-End Close: The PF lead will conduced in a timely follow ups with staff to provide guidance and direction to ensure staff can meet month end close deadlines. The PF Lead monitors workload and workflow to ensure that projects are assigned so as to optimize the timing of billing and cash flow (e.g., DSO).
d. It is the responsibility of the PF Lead to ensure compliance with all applicable policies and procedures with regard to billing. Therefore a thorough understanding of these policies is required.


a. PF Lead should ensure that reporting requirements are being met by the project accounting staff. This includes, but is not limited to: routine program reporting, 75% funding notifications/ Risk Authorizations, customer EAC’s and other internal reporting requirements. PF Managers are also responsible for Project Management Review (PMR) financial reporting.

Oversight, Training, Mentoring:
a. The PF Lead is responsible for providing sufficient training, and oversight to their staff.

a. Typically requires a bachelor’s degree or equivalent, and 10 to 12 years of related (technical project support) experience and one to two years of supervisory/management experience; 10+ years of relevant experience with at least 6 years in a supervisory or management position.
b. DCAA, FAR, CAS and GAAP experience
c. Deltek GCS premier desired but not required
d. Working knowledge of government payment systems (e.g., IRAP and WAWF)
e. Bachelor’s Degree in related field (i.e. Accounting, Finance, Business Management)
