Quality Assurance Manager – Submarines & Deep Submergence Systems

 

GENERAL SUMMARY: The Quality Assurance Manager– Submarines and Deep Submergence Systems promotes, develops, and oversees compliance of the company quality system. Effectively assuring compliance of customer requirements by managing quality policies, processes, standards, procedures, programs.  Oversees implementation of the Quality Management System as it relates to repairs and installations on board US Navy Submarines and Deep Submergence Systems.  Must have experience in Submarine Safety (SUBSAFE) and Deep Submergence Systems-Scope of Certification (DSS-SOC) requirements.

 

LOCATION: Norfolk, VA

 

DUTIES/RESPONSIBILITIES:

  • Responsible for developing and implementing programs to ensure that all products and services meet company standards and customer requirements.
  • Supervise the functions of Quality Assurance promoting team cooperation and be responsible for overall management, oversight, and effective, efficient use of resources to perform quality assurance functions.
  • Administers problem management process including monitoring and reporting on problem resolution. Assists in the resolution of quality related issues.
  • Devises procedures to inspect and report quality issues
  • Develops and administers policies and programs and presents requirements in different ways to enhance participation and understanding.
  • Oversees the development and conducting of quality related training.
  • Works closely with customers, managers and technical staff to assure adherence to quality standards.
  • Develop meaningful metrics to evaluate improvement.
  • Oversee preparation for internal and external audits and resolution of audit issues. Monitor and conduct periodic audits to insure compliance with all applicable procedures, specifications, and instructions. Advise senior leadership on matters pertaining to schedule, direction, and coordination of external audits, assessments and surveillance programs.
  • Prepare recommendations for hiring, promotions, transfers, reassignments, performance ratings, recognition, and disciplinary actions.
  • Monitor all operations that affect quality.

 

EXPERIENCE REQUIREMENTS:

  • Ten years of related quality assurance experience, including supervisory experience.
  • Proven experience as a Quality Assurance Manager for SUBSAFE, DSS-SOC, and Level I Programs.
  • Thorough knowledge of methodologies of quality assurance and standards.
  • Excellent numerical skills and understanding of data analysis/statistical methods.
  • Good knowledge of MS Office and databases.
  • Outstanding communication skills.
  • Excellent organizational and leadership abilities.

 

EDUCATION/EXPERIENCE:

  • Bachelor’s Degree in an engineering discipline from an accredited college or university or ten (10) years’ experience managing quality programs in lieu of an Engineering Degree. This experience should not have been gained concurrently with the experience requirements listed in Paragraph (b) through (d) below.
  • Working knowledge of Naval Sea Systems Command, Naval Surface Warfare Center, Naval Shipyards, and Supervisor of Shipbuilding, Conversion and Repair and Type Commanders’ organizations.
  • Five years’ experience which has provided a practical knowledge of Quality Assurance programs and Quality Control Inspection systems.
  • Five years of specialized experience in performing quality and certification reviews of SUBSAFE and DSS-SOC work.
  • Three years of specialized experience in auditing SUBSAFE and DSS-SOC work.

 

KNOWLEDGE, SKILLS & OTHER ABILITIES:

  • Must have the ability to read and interpret blueprints, sketches, written technical instructions and manuals.
  • Must have knowledge and experience with NAVSEA Standard Items, Technical Manuals and Standards for shipboard welding and brazing, Non-Destructive Tests (NDT), Level 1 Material Control, SUBSAFE, Scope of Certification and other manuals and standards for maintenance and repair of US Navy and Coast Guard ships and watercraft.
  • Must be a U.S. Citizen
  • Occasional travel and overtime may be required.
  • Must have or be able to possess a DOD Security Clearance.
