Personnel Security Assistant


GENERAL SUMMARY: Delphinus Engineering currently has a full-time position open for a Personnel Security Assistant supporting the Atlantic Surface Fleet in Norfolk, Virginia.  This position will be filled by an applicant that can demonstrate knowledge of SECNAV and DoN Personnel Security policies.  There are no travel requirements for this position.



  • Assist Security Manager in managing JPAS, CATS, and e-QIP for the COMNAVSURFLANT force and staff
  • Record all access determinations which include temporary access, upgrades, downgrades, and suspensions. Document interim security clearance determinations, execution of Nondisclosure Agreements (SF-312)
  • Use JPAS to submit visit requests, determine security clearance, determine status of requested personnel security investigation (PSI), and record PSI submission dates
  • Request DODCAF determinations, record all access determinations, and enter any changes to an individual’s access within JPAS
  • Provide JPAS training internally and to subordinate commands when requested and approved content is obtained by the Security Officer
  • Notify the Security Officer of any anomalies or issues impacting the SMO codes associated with CNSL
  • Create E-QIP accounts for all subordinate command and provides E-QIP training when requested. Conducts authentication resets and account unlocks on all subordinate commands E-QIP accounts as required
  • Maintain daily visitor access list at quarter deck with all visiting personnel’s applicable security level. Update visitor list with visit requests from JPAS and confirms security clearance of visiting personnel
  • Prepare all visit requests via JPAS for COMNAVSURFLANT personnel visiting other commands
  • Manage personnel folders for COMNAVSURFLANT personnel checking in and out of the command
  • Provide SAAR form and confirm security clearance. Complete command security brief, Personal Electronic Device MOU and NATO brief with each check-in
  • Maintain accurate roster and personnel folder on all staff members
  • Provide debrief on communication of classified materials and obtain Security Termination Statements from all service members at time of termination
  • Elevate any deviations from the staff security protocols to the Security Officer
  • Provide fleet support to security managers for COMNAVSURFLANT subordinate units. Provide training and direction for security managers of subordinate commands. Content will be approved by the Security Officer
  • Help and train each command to create, use, and maintain Joint Personnel Adjudication System (JPAS), Electronic Questionnaires for Investigations Processing (E-QIP), and Case Adjudication Tracking System (CATS) accounts
  • Assist with Security Manager turnover for subordinate commands. Reach out to subordinate commands to provide them with training and updates on procedures and programs, assisting them in transitions


  • Submit CATS account request forms to DODCAF for all subordinate commands. Provide CATS training when requested
  • Submit OPM Portal account request forms to OPM for all subordinate commands
  • Submit NMCI account request to the NMCI manager. Notify appropriate personnel of new LAN users
  • Initiate E-QIP for staff personnel that require a security investigation or periodic reinvestigation. Provide guidance and instruction to staff personnel to ensure completion of security paperwork. Track and monitor security clearance processing activities. Contractor will NOT release investigations to the Office of Personnel Management (OPM); this should be completed by the Security Manager



  • Must have Active Secret Clearance
  • Must be authorized to work within the United States
  • 3+ years of personnel security management experience
  • Experience using Joint Personnel Adjudication System (JPAS), Electronic Questionnaire for Investigations Processing (e-QIP), Case Adjudication Tracking System (CATS)
  • Experience with the SECNAV 5510.30, DoN Personnel Security Program, and SECNAV 5510.36, DoN Information Security Program
