GENERAL SUMMARY: Delphinus Engineering Inc. is seeking a Warehouse and Procurement Specialist to support our Pacific Northwest Operations in Bremerton, WA.  Individual will be responsible for the supply chain management of parts, tooling, equipment and materials to include Government Furnished Material, Contractor Furnished Material, and Production Consumable Materials for multiple projects throughout the project lifecycle.   Procurement activities will be performed in accordance with corporate procedures and in full compliance with CPSR, FAR, and DFAR regulations.  A successful candidate will have a passion for responsive support of project execution, strong organizational skills, and detail oriented focus on technical and programmatic requirements.  Applicants with a minimum of 10 years’ proven experience and expertise in Defense Contractor logistics execution preferred.

LOCATION: Bremerton, WA

WAREHOUSING AND INVENTORY RESPONSIBILITIES:

  1. Perform shipping and receiving duties to include receipt inspection and item quality validation in accordance with established corporate procedures.
  2. Maintain Inventory accountability for all material from receipt through installation.
  3. Maintain Inventory accountability for all tooling and equipment.
  4. Supervise the delivery of material, tooling, and equipment to field installation teams to include accountability record keeping of government furnished material, contractor furnished material, production consumable materials, tooling and equipment dispensed.
  5. Supervise the return and inventory of excess materials to the warehouse at completion of field installation execution.
  6. Perform return inventory accountability for all materials, tooling, and equipment at completion of field installation execution.
  7. Maintain inventory accountability, calibration periodicity, and safety inspection periodicity on all tools and equipment provided in support of field execution activities.
  8. Maintain segregated control of level-1 materials, government furnished materials, and contractor furnished materials for specified use and procurement integrity requirements in accordance with established corporate procedures.
  9. Work closely with Program Managers, Project Managers, and Team Leaders to ensure all material, tooling, and equipment requirements are provided in support of installation execution timelines and POAM objectives.
  10. Develop and manage shelf inventory of frequently utilized production consumable materials to enable aggregate cost savings in economic order quantity procurements and availability for rapid support of short turn opportunities with adequate buffer for unforeseen procurement delays.
  11. Develop and implement segregated storage of incompatible and HAZMAT materials in compliance with OSHA, EPA, State, and Federal regulations and corporate policies.
  12. Ensure compliance with all Safety regulations in the execution of material management activities and movement within the warehouse and to/from worksite utilization locations.
  13. Provide Inventory Management support and training to all Project Managers and Team Leads in improvement of jobsite material, tooling, and equipment control and productivity improvements.
  14. Maintain computer based inventory accountability and report on progress and timeliness to fulfill project material resource requirements on a weekly basis.


 

 

PROCUREMENT RESPONSIBILITIES:

 

  1. Work closely with Planning and Engineering, Program Managers, and Project Managers in development of the material, tooling, and equipment resource requirements and procurement estimates in support of Job Material List development for new work proposals.
  2. Perform independent reviews of NAVSEA Drawing Material requirements and ensure that all procurements meet the technical requirements specified in Drawings, Technical Manuals, Contract Specifications and other documents.
  3. Perform queries and source identification in support of purchasing decisions to include price reasonability, source competition, source selection, source development, purchase price negotiation, vendor approval, and vendor quality feedback in accordance with established corporate policies.
  4. Competitively source all material, tooling, and equipment requirements in compliance with CPSR, FAR, DFAR, and corporate procedural requirements.
  5. Maintain all source and procurement records in accordance with corporate policies to verify compliance with CPSR, FAR, and DFAR regulations.
  6. Participate in management discussions and make recommendations to improve the efficiency and responsiveness of material, tooling, and equipment support for all installation and job execution activities.
  7. Participate in Make / Buy and Lease / Purchase decisions through performance of cost / benefit analysis and alternative product and process recommendations.
  8. Make weekly reports on procurement progress to meet worksite execution needs and resource allocation to funds utilization on contracts. Provide reports to corporate databases and Project Management personnel.
  9. Analyze resource requirement trends and processes to improve the efficient logistical support of production operations.
